Explanation:
In the Email and SMS editor the only option to start a broadcast is the Quicktest button. This button start the Wizard but also prefills test settings, i.e. for Email:
Select target: Test data
Test label on
E-mail target: Test E-mail

You'll have to 'undo' these pre-filled settings to start a regular broadcast.
