If I want to trigger following actions in a campaign, based on a click in an email, I want to make absolutely sure the next action will be instantly triggered, but never more then once per profile (and per period). For this we would need to have limiter object on profile level.

Use case example:
After double opt-in mail confirmation click, I want to instantly (not wait a minute, as time is of the essence) send a confimation mail with the discount code, but don't want the risk that multiple sequential clicks trigger the confirmation email and other actions more then once.
